The Image Editor — Tools
A letter arms the first tool in its row, or the one in that row you used last. Shift plus the letter steps through the rest of the row, in order. In the Image Editor, Help › Keyboard Shortcuts… (⌥+⌘+K) lists every key and lets you change any of them.
